EDA offers Home Repair services!
EDA offers two home repair programs: Senior Home Repair Grant (SHRG) and Home Repair Loan Program (HRLP).
Senior Home Repair Grant (SHRG):
EDA may be able to cover the cost of repairs up to a total of $6,000 with no loan or payback requirement if you meet the program guidelines, which include but are not limited to the following:
- Must Own and Occupy Your Own Home
- Meet Very Low-Income Guidelines
- Must be 62 years old or older and/or disabled
- Homes built prior to 1979 are not eligible
If you are 62 years old or older and/or disabled and would like to apply for the SHRG Program, you may apply by calling the Riverside County, Office on Aging at 1.800.510.2020.
Home Repair Loan Program (HRLP)
HRLP provides up to $20,000 for home repair services in the form of a deferred loan. This program is designed for more costly repairs. Work approved under HRLP is determined by EDA based on scope of eligible repairs per program guidelines. Interested applicants must meet eligibility guidelines, which include but are not limited to the following:
- Must Own and Occupy Your Own Home
- Meet Low-Income Guidelines
- Must be Current on Your Mortgage and Property Taxes
- Homes built prior to 1979 are not eligible
Because of the investment from this program the homeowner signs loan documents including a Promissory Note, Deed of Trust and Covenant Agreement. The terms of the loan are in force for ten years after which time the loan is forgiven. There is no interest charged on the loan and no monthly payments are required.

Who is Eligible?
Home repair services are available to homeowners who are low-income based on the income limits table.
Additional eligibility requirements may apply based on the program you select. EDA staff will determine eligibility based on a review of application documents.
Applicants are limited to one application per fiscal year (July 1st - June 30th). Applicants who have previously received Senior Home Repair Grant (SHRG) or Home Repair Loan Program (HRLP) assistance are not eligible to receive any further assistance under these programs.

Who Does the Work?
The homeowner does not do the work. All work is performed by licensed, experienced contractors. EDA uses a competitive bid process for contractor selection to ensure the best work for a reasonable cost. Contractors are paid directly by EDA as work is completed.
How do I apply?
Prospective HRLP participants should download and complete the application. Prospective SHRG participants should call the Riverside County, Office on Aging at 1.800.510.2020. The terms and conditions of the rehabilitation programs are, from time to time, subject to change without notice. Both Home Repair programs operate as long as funds remain available to the County.
