The Economic Development Agency assumed control of County Service Area’s (CSAs) in July of 2002.CSAs are an alternative method of providing governmental services by the County within unincorporated areas to provide extended services such as sheriff protection, fire protection, local park maintenance services, water and sewer services, ambulance services, streetlight energy services, landscape services and street sweeping.

  • 22 County owned and maintained parks
  • 5 Community Centers 
  • Over 6 million sq. ft. of maintained landscaped parkways and slopes
  • 45 parks in planning/development stage
  • 4 planned Regional sports parks (25+ acres)
  • 2 water and sewer treatment facilities

Governing Body
The governing body, which is established by law to administer the operation of county service areas is the Board of Supervisors. The original intent of the CSA law was to give an alternative method of providing governmental services by counties within unincorporated areas, many of which have had large population growth and commercial and industrial development since 1940. Government Code 25210.0

Budget
The Community Services Division annually levies and collects special charges in order to continue services and maintain improvements around the county. The CSAs' budgets are designed to accumulate for current and future operations  and maintenance, capital improvement projects, as well as to provide for sufficient funds to be carried over year to year to assure adequate cash flow during the period between July and December, in which assessments become available each January.

  • Adopted Master Park Plan for CSA 152 B Temescal Valley
  • Updated Master Park Plan for CSA 145 Sun City
  • Temecula Valley Wine Country Beautification (CSA 149)
  • Successfully passed a Special Tax for enhanced ambulance service for the mountain community of Pine Cove  (CSA 38)
  • Willows Park (CSA 143)
  • 6 acre Morgan Hill Park (CSA 143)
  • Audie Murphy Master Planned Community (CSA 145)
  • Morgan Hill Master Planned Community – under construction (CSA 143)
  • Sycamore Creek Master Planned Community - under construction (CSA 134)
  • Completed facility improvements to the Kay Ceniceros Senior Center (CSA 145)
  • Sycamore Creek Community Park – under construction (CSA 134)
  • New fire rescue squad vehicle (CSA 60)
  • 3 miles of new road paving (CSA 86)
  • Silverhawk Park and Trail System (CSA 143)
